Requirements for Recipients of Whitening BPJS Health Contribution Arrears

The government confirmed that the target plan to eliminate or whiten BPJS Health contribution arrears will come into effect in 2026. 

This policy was prepared to help people who have had difficulty paying fees, while at the same time providing opportunities for less fortunate participants to remain protected in national health services. 

The Coordinating Minister for Community Empowerment, Muhaimin Iskandar, said that the design of the whitening mechanism is being finalized and is targeted for completion by the end of 2025. 

The state, he said, is obliged to ensure that all citizens, especially poor and vulnerable families, do not lose their right to receive medical services just because of arrears in fees. 

This program is still waiting for technical regulations, but the government has ensured that recipients will be selected strictly based on official socio-economic data. 

Requirements for Recipients of BPJS Health Contribution Reduction

The BPJS Health Contribution Arrears Whitening Policy is aimed only at participants who meet certain criteria so that assistance is right on target. 

Those who are entitled to at least meet the following conditions:

1. Independent Participants Who Switched to Recipients of Contribution Assistance (PBI)

The first group entitled to receive whitening are independent participants whose membership status has changed to PBI. This change was made after the government stated that the participant was in the incapable category. 

When PBI status is issued, the participant's monthly fees are fully borne by the state. Whitening is then given to remove arrears that appeared before the determination of PBI status. 

2. Poor and Vulnerable Residents Based on Official Government Data

Not all residents who feel underprivileged are automatically included in the recipient list. The government uses measurable data base, namely the National Social and Economic Single Data (DTSEN). 

Only people who fall into the poor or economically vulnerable group based on an assessment of housing conditions, income and social conditions are included in the category worthy of receiving whitening. This means that assistance is provided in a targeted manner and takes into account the facts of the participants' socio-economic conditions. 

3. PBPU and BP participants who have been verified by the Regional Government

The next group is Non-Wage Earning Workers (PBPU) participants who are none other than small traders, freelancers, or self-employed as well as Non-Wage Workers (BP) who do not have a fixed income. 

However, not all PBPU and BP can accept bleaching. They must pass local government verification and validation, which assesses whether the participant meets the criteria for being underprivileged based on the economic conditions of the household in their respective area. 

4. Participants registered in DTSEN

DTSEN is the government's main basis for determining who is entitled to the whitening program. This data contains the socio-economic conditions of each family, starting from the type of work, number of dependents, condition of the house, to the assets owned. 

If the participant's name is not recorded in this system, the participant cannot be included as a program recipient unless he registers and his data passes verification. 

5. Arrears do not exceed 24 months

The whitewashing policy only covers arrears for a maximum of two years. If participants have arrears of more than 24 months, then debts beyond this limit remain their personal responsibility. 

This deadline is set to ensure that the state budget is used proportionally and remains on target. 

The government has prepared a budget allocation through the 2026 APBN to cover the arrears of participants who meet these criteria. 

When will the BPJS Health Contribution Reduction Program run? 

The whitening policy is planned to be implemented in 2026, although the implementation schedule has not been officially announced. The government emphasized that all preparations and improvements to the regulations will be completed before the end of 2025. 

However, the public is advised not to deliberately default on the grounds of waiting for whitewashing, because this program is only intended for participants who truly meet the social welfare requirements according to government data. 

How to Register as a BPJS Health Bleaching Participant

In order to have the opportunity to become a participant in the whitening program, participants must first ensure that they are listed in the DTSEN, because this database is used to determine eligibility for assistance. 

Here are some steps you can take:

1. Make sure the arrears are no more than 24 months

The whitening program only eliminates debt dues for a maximum of two years. Participants need to check the amount of arrears via the Mobile JKN application, WhatsApp Pandawa service, call center 165, or e-commerce platforms that provide a contribution check feature. 

2. Register or Confirm Status at DTSEN

DTSEN registration can be done online or offline. Online, participants can register via dtsen.data.go.id and the Social Assistance Check Application from the Ministry of Social Affairs. 

If you want to register offline, participants only need to bring their KTP and KK, fill out the DTSEN form, and wait for the results of the village deliberation. The approved data is then forwarded to social services up to the central level. 

3. Check participant data in the BPJS Health System

Participants are advised to ensure that their participation information is in accordance with their population data. The checking process can be done through:

After being declared registered in DTSEN, participants just have to wait for the official whitening policy to be implemented in 2026. The government will announce the technical implementation, including who will automatically be registered and who needs to reapply.
